CCU Proposal History

Approximately September 2008 (exact date not known), Shea Properties and Colorado Christian University asked if the HRCA would consider a request to utilize a portion of Planning Area E for a university campus.  At that time, the Board responded that any project would not be considered unless the HRCA were to receive a fair market value for the land, and that the community would need a chance to provide input.  This information was not disclosed to the HRCA RAC until December of 2009.

 

In October 2009, Shea Properties and Colorado Christian University contacted HRCA, stating that they are interested in discussing this project.

 

On November 17th, 2009, HRCA/Shea/CCU gave a presentation at the HRCA RAC meeting (these meetings are typically at 6:30pm on the 3rd Tuesday of every month at Eastridge, except December, which is at the HRCA mansion - confirm details on HRCA website).  After giving this presentation, they asked that the RAC delegates have a vote at the January 19th, 2010 HRCA RAC meeting on whether or not the land should be sold.

 

Immediately after this, the Firelight RAC Delegate and the Firelight Board began distributing to Firelight residents whatever information was available (which was very little).  We asked HRCA and the RAC to delay voting on this until we had time to gather all relevant information, distribute this information, and get feedback from residents, and that HRCA make aware, and distribute information to, all HRCA residents (as we are responsible only for Firelight, but this affects all of HRCA, and even all of Douglas County).

 

On December 2nd, 2009, the HRCA Board of Directors stated that they do not expect a decision at the January 19th, 2010 RAC meeting.

 

On December 4th, 2009, HRCA created a page a page on their website for this.  They sent out an e-mail to those registered through their website letting them know about this new page.

 

On December 7th, 2009, the HRCA Board had a working session.  Approximately 50 residents (mostly from Firelight and The Hearth) showed up to this.  The board adjourned the meeting, and the informally had discussions with residents that showed up.  This lasted for about 2 hours.  There is a lot of opposition, but we were told that there is also support.  No one at the meeting supported the proposal.  David Martz was asked for the arguments made on behalf of supporters, and he said the main thing is the income derived from the sale of the land.  Mike Woodland stated "As a Realtor for 17 years, I have a hard time computing selling the land in a down market, when HRCA is not in a financial position that requires the sale.  The HRCA Board stated that this undeveloped land doesn't fluctuate in value that much.  I disagree, as all real estate ebbs and flows with the current market conditions."


On December 21st, 2009, Shea/CCU hosted a meeting open to the public.  At this meeting, John Kilrow (vice president of Shea Properties) gave a presentation on behalf of CCU.  Bill Armstrong (president of CCU) did not speak, and refused to answer questions, even when they were directly asked of him.  There was approximately 500 people that attended this meeting.  Nearly all of these were opposed to selling this land to CCU.


On January 11th, 2010, Shea/CCU provided notice to HRCA that they are withdrawing their proposal.
